It simply means that there is rich biological activity in the soil beneath or near your balcony, which is a sign of a healthy, functioning ecosystem in your yard.

How to Clean Up

If you find this on your deck, the best approach is simply to treat it as a bit of yard debris. Use a paper towel to pick up the remains, dispose of them in your outdoor trash bin, and give the spot a quick scrub with a little bit of soap and water.
